METHOD AND CIRCUIT ARRANGEMENT FOR UNDERSAMPLING IN CASE OF MOVEMENT EVALUATION

PROBLEM TO BE SOLVED: To provide an under sampling method and circuit for evaluating movement reduced in the required amount and band of a memory. SOLUTION: The movement information item of a reference block R is obtained and the movement of the block R is evaluated by comparing the block R with at least one picture to be encoded having the same size in a search area. For the reference block R, a set of picture elements under sampled in the form of the five spots of a dice is used when a movement vector has a even number of parities depending upon the checked position and another set of picture elements under sampled in the form of five-dots of a dice is used when the vector has an odd number of parities. For the search area, only the half of the picture elements required for evaluating the movement of the block R is stored.
