PURPOSE:To provide a ocmpsn. for adjusting undercoat, which has good alkali resistance and gives a coating film having excellent adhesion, by blending a synthetic resin emulsion or a synthetic rubber latex with blast furnace slag powder. CONSTITUTION:A compsn consists of a synthetic resinn emulsion or a synthetic rubber latex and blast furnace slag powder. Examples of the synthetic resins in the synthetic resin emulsion and the synthetic rubbers in the synthetic rubber latex and poly(meth)acrylates, poly(meth)acrylic acid, polystyrene, polyvinyl chloride, SBR, NBR, acrylic rubber and chlorinated rubber. Blast furnace slage powder is used either alone or as a mixture of air setting cement. Examples of the air setting cement are dolomite and dolomite plaster.
