PURPOSE:To raise the stability of a mooring system by a method in which the sea surface on which a float is floated is surrounded by a dam, and a resistor to offer resistances to horizontal and vertical movements of water is provided inside the dam. CONSTITUTION:When bilateral wind forces act on a float 10 and mooring equipment, water inside a breakwater 11 horizontally moves bilaterally as shown by arrow marks (a) and also moves vertically as shown by arrow marks (b). A resistance is offered to the horizontal movement of water by arrow marks (a) by the vertical portion 15 of the resistor 14 of a dam 12, and the horizontal portion 16 of the resistor 14 of a dam 13 serves as a resistor against the vertical movement of water as shown by arrow marks (b). For horizontal movement, as shown by arrows (c), to be generated on the inside bottom of the breakwater 11, a resistor 17 offering a resistance is provided to the seabed B.
