PURPOSE:To obtain an excellent received image by decoding picture element data of small bit numbers by referring to picture element data of large bit numbers around the former data when receiving a digital video signal which is compressed in good balance between the space-direction and the level-direction and transmitted. CONSTITUTION:When receiving a digital video signal which is compressed in a good balance considering not only the compression in the space-direction but that in the level-direction, an extracting means 81 extracts the data of the plural reference picture elements around the received data of a picture element on the screen, and in case the data of one of the plural reference picture elements is of bit-numbers larger than that of the received picture element data, reference picture element correcting means 82B-82E, 85B-85E decides whether the level of the reference picture element data is within the extent of the quantized level of the received picture element data or not, and if within the extent, the very reference picture element data is generated, but in case the data is beyond the extent, the upper limit or the lower limit of the quantized level of the received picture element data is generated. A correcting means 86 corrects the received picture element data by using output data from the reference picture element correcting means. |
