The device comprises a transmitter (1) transmitting coded signals (3) and a receiver (2) receiving said signals and comprising a logic unit (7) connected to the locking means for operating them in response to the signal received. The logic unit (7) and the transmitter (1) receive an identification number formed from a plurality (p) of random numbers with a first processing program producing a key number (c) resulting from a relation between these numbers, and with a second program defining a specific number (n) of numbers, the transmitter (1) having an encoder (17, 18) which incorporates a generator for generating sequences of a predetermined number (t) of random numbers and an encoding program defining a code number (r) resulting from a relation between the key number (c) and each of the numbers in the sequence (t) at each of the relative positions defined by the numbers (n) generated by the second program, with the exception of at least one number at which position the code number (r) is placed, the transmitted signal being the image of the pseudo-random sequence created. The receiver uses an appropriate program to decode this sequence.
