PURPOSE:To harmonize different set value demands with each other and to check dissatisfaction of an occupant, a building manager, and a building owner with various applications of an air-conditioning zone to a minimum limit. CONSTITUTION:A comfortable temperature set value Tconf and an energy saving temperature set value Tsave are calculated at steps 101-l and 101-2 and a temperature set value Tope on the manager side and a temperature set value Tocu on the occupant side are read at steps 101-3 and 101-4. At a step 102, Tset= a1XTcomf+a2XTsave+a3xXTope+a4XTocu is calculated and a calculated T is set to a temperature set value for an air-conditioning zone. In which case, weight factors a1, a2, a3, and a4 are predetermined according to application of an air-conditioning zone. For example, in a case an air-conditioning zone is a wide space for an office, the weight factors are determined as a1= 0.1, a2= 0.3, a3=0.5, and a4=0.1.
