PROBLEM TO BE SOLVED: To provide an image forming device and a transfer roll where separation of paper is improved and generation of image failure such as a void can be prevented. SOLUTION: This image forming device is provided with a developing device visualizing an image carrier forming an electrostatic latent image corresponding to image information and the electrostatic latent image formed on the image carrier as a toner image with toner and a bias roll that carries out secondary transfer of an intermediate transfer body carries out primary transfer of an unfixed toner image carried on the image carrier and carries it and the unfixed toner image on the intermediate transfer body to the recording material. The bias roll is constituted from more than one layer (a base layer, an intermediate layer and a surface layer). The base layer 30a consists of a conductive foam layer and an elastic layer 30b with thickness of 0.1 to 1.0 mm is applied on the outside of the foaming layer.
