PROBLEM TO BE SOLVED: To ensure safety from the aspect of a road passage by detecting whether a road surface is in a gloss state within a wide range of a road and also especially enabling the detection of the road surface state in front of a vehicle. SOLUTION: A camera is arranged so as to take the image of a predetermined range containing the light irradiation position on a road surface M irradiated with the light from a light source 11 and the delivery range P1 of the image taken by the camera is preset and a part of high brightness equal to or more than a threshold value preset with respect to the image contained in this delivery range P1 is extracted as a partial image Ss1 based on regularly reflected light and, when this extracted partial image Ss1 has an area equal to or more than a preset reference value, it is judged that there is gloss on a road surface.
