Processing of demand and payment in a bill service, which satisfies an end user and realizes low-communication traffic. If each demandant unit (11) sends demand data (P1), an agent unit (12) sorts them and forms aggregated bills for every payer, and they are placed to web sites of internet or mailed to each payer (P5). In case of the internet, the payer accesses to the site by using an internet terminal (14), performs checking of total amount and approval by items on a screen, and requests a payment agent to pay (P6). In case of the mailing, if the mailed bill is a transfer card (17), the payer semi-automatically performs a request by using an ATM (15) (P7). A paid fund is remitted to an account for every payer of the payment agent and, thereafter, is sorted and remitted to an account of the demandant. The agent unit sends the remittance request to a financial agency unit (13) (P10) and, further, sends specification data for every demandant to the demandant (P10).
