PROBLEM TO BE SOLVED: To provide a cosmetic providing good sense of use, having a constant quality, obtained by using a natural polymer as a base and hardly providing fear of toxicity. SOLUTION: The cosmetic contains a dispersion which contains a hydroxypropylcellulose with a low substitution degree and in which the hydroxypropylcellulose with the low substitution degree of 0.05-1.0 molar substitution degree in a swelled state is dispersed. The method for producing the dispersion of the hydroxypropylcellulose with the low substitution degree comprises a step for dissolving the hydroxypropylcellulose which has the low substitution degree of the 0.05-1.0 molar substitution degree, and which is not dissolved in water but dissolved in an alkali, in an aqueous alkali solution, and a step for grinding the hydroxypropylcellulose by shear while neutralizing the alkali solution by adding an acid or after neutralizing the alkali solution by adding the acid.
