A high strength, water-permeable resin pavement composition consists of thermosetting resin 2-20wt.% such as epoxy, unsaturated polyester, vinyl ester, urethane, phenolic, melamin, and urea resin on the basis of granular aggregate 100wt.%, fibrous inorganic matter 2-28wt.% such as glass fiber(wool), asbestos and rock wool and powdery inorganic matter 5-200wt.% such as silica sand, ceramic powder, stone powder, talc, calcium carbonate, silica, and titanium dioxide on the basis of thermosetting resin 100wt.%.
