FIELD: mining. SUBSTANCE: device has motor-reducer the output shaft of which is made in the form of cantilevered shaft with conical and cylindrical rollers installed in series on it. Inner eccentric sleeve and two outer sleeves with ring cutters are installed on working tool shaft in each cavity between the rollers. Elastic members of adjustable rigidity and brushes coming in contact with internal surface of roller surfaces are installed in turnings of the outer sleeves. Sealing members are installed between ring cutters and between outer sleeves and rollers. There is different eccentricity for front and back necks of internal eccentric sleeves. Conical rollers have cylindrical tail parts. Ring cutter diameter and the length of the cylindrical tail of the roller are specified by mathematical formulas.
