PURPOSE:To improve the starting performance and the driving performance of an engine, by operating a first and a second control valves selectively such that the sum of the opening areas of a first and a second auxiliary air passages is increased when the engine is operated under particular conditions. CONSTITUTION:A first control valve 6 is disposed in a first auxiliary air passage 8 by-passing a throttle valve 21 and a second control valve 6' is disposed in a second auxiliary air passage 8'. The first and the second control valves 6, 6' are operated selectively such that the sum of the opening areas of the first and the second auxiliary air passages 8, 8' is increased with lowering of the value of the atmospheric pressure detected by an atmospheric pressure sensor 20. By employing such a method, it is enabled to obtain a smooth and reliable starting performance and to improve the performance of an engine at the time of warming up the engine.
