A weight (4) is swingably suspended from the central portion of a top plate (1a) of a frame (1) by means of a weight suspension shaft (13). First ends (6a) of a pair of U-shaped leaf springs (6, 6) are attached to a portion of the shaft (3) adjacent to a pivotal point (2a) thereon so as to be symmetrical with respect to the shaft (3). The other or second ends (6b) of the springs (6, 6) are attached to the inner wall surface of the frame (1) at positions below the first ends (6a).
