PROBLEM TO BE SOLVED: To provide a filling tool for a hollow structure effective to reduce cost with a simple structure. SOLUTION: The filling tool 10 comprises a foamable filler 12 to be filled in a hollow chamber 6 of the hollow structure 1. The filler 2 is constituted by bending a long-sized foamable material 11 made of a material foamed by external heating and corresponding to a shape of the chamber 6.
