PROBLEM TO BE SOLVED: To enable a person in charge to easily establish a temporary speed, and efficiently operate trains even if trains having different performance are mixed, by decreasing the information amount transmitted from the ground on an established temporary speed limit to a vehicle. SOLUTION: When a temporary speed establishing device 4 establishes the temporary speed, a speed information selecting portion 9 of each ATC ground device 2 does not select information about a speed stage shifting to high speed from temporary speed limit information sent from the temporary speed establishing device 4, and selects only information indicating a track circuit of a starting end of each speed stage shifting to low speed and the speed stage as speed controlling information. The train 1 carries out processing assuming that the same speed limit exists in a track circuit in front in a traveling direction of the train 1 of the track circuit wherein the speed stage of the temporary speed is established, and holds the speed limit till a new speed stage is decided.
