PROBLEM TO BE SOLVED: To provide a technology for reusing CO<SB>2</SB>in order to inhibit global warming. SOLUTION: Charged particles of C<SP>+</SP>and 2O<SP>+</SP>, and 3e<SP>-</SP>are obtained and a field of the charged particles is formed by irradiating CO<SB>2</SB>with an ultraviolet ray or X-ray to exclude electrons of the outermost shell. The reaction is represented by following formula: OCO + ultraviolet ray or X-ray = O<SP>+</SP>+ e<SP>-</SP>+ C<SP>+</SP>+ e<SP>-</SP>+ e<SP>-</SP>+ O<SP>+</SP>+ photon. Further, exothermic reactions proceed as follows: C<SP>+</SP>+ e<SP>-</SP>= C + photon and O<SP>+</SP>+ e<SP>-</SP>= O + photon, and furthermore, an exothermic reaction occurs as follows: C + 2O = CO<SB>2</SB>+ photon.
