PROBLEM TO BE SOLVED: To provide an image processing device and a method that enable suppression of increase in the amount of coding of a quantization matrix.SOLUTION: An image processing device of the present disclosure includes an up-conversion unit for up-converting a quantization matrix limited to size equal to or less than a transmission size that is the maximum size allowed for transmission, from the transmission size to size that is identical to block size that is a processing unit of quantization or de-quantization.
