A membrane element and water treatment device comprising the same, the membrane element comprising a membrane sheet (1), a water inlet electrode (6) and a pure water electrode (5); and the water inlet electrode (6) and the pure water electrode (5) are respectively connected to two electrodes of a power source, wherein the pure water electrode (5) is provided at a pure water side of the membrane sheet (1) of the outermost membrane element, and the water inlet electrode (6) is provided at a water inlet side of the membrane sheet (1) of the outermost membrane element.
