PURPOSE:To evade the invalidation of the executing environment for a program of a local host by providing a program transfer request processing part including a request reception means for a program executing module to a remote host computer together with an application right checking means, a program executing module transmission means, and a communication control means. CONSTITUTION:The communication control means 118 of a local host 1 transmits/receives the data, the requests and the answers at every program executing module transfer request. On the other hand, the request reception means 211 of a local host 2 calls a program executing module transmission means 213 after confirming the application right of a program. Then the means 213 reads a program executing module storing area 215 and transfers it to the local host. When no program application right is confirmed, the fact is informed to the local host. The means 118 holds a call until the transmission of an answer from the reception of a waiting request and transmits/receives the call setting request received from the local host.
