SOLUTION: A basket 2 for combustion for melting and deplasticizing a raw material A to form a waxy substance C is provided. The molten raw material A falls. A tank 1 storing the molten waxy substance C obtained by deplasticizing the falling molten raw material A in an oxygen depleted state is provided so that the combustible high temp. gas G formed from the waxy substance C in the oxygen depleted state is refluxed to the basket 2 for combustion to be burnt. A perforated roaster 3 on which the raw material A is placed is provided in the basket 2 for combustion so as to have upper and lower roasters 3b, 3c becoming two stages displaced in an up and down direction.
