摘要 PROBLEM TO BE SOLVED: To reduce the computational complexity of a mobile object and to shorten the computing time by detecting a mobile object of every block from the decoding result of every block of the encoded moving image data, synthesizing the area of the mobile object with a reproduction image signal to display them and deciding the mobile object to display or output this deciding result. SOLUTION: The image data acquired by an image input means 101 are preserved by an input image recording means 103 in an encoding block 125. An image control means 104 sets both image size and image compressibility. Then the image data encoded by a moving image encoding means 105 are inputted to a decoding block 126. A moving image is recorded by a recording means 120 when the encoded data need the monitoring image data which are inputted to a moving image decoding means. When a mobile object detecting means 114 is used, the encoded data inputted to the moving image decoding means inputs the decoded data to a mobile object detecting block 128 and then to the means 114 and detects a mobile object included in an image under the condition of a mobile object control means 113.
