PROBLEM TO BE SOLVED: To obtain an image coder and an image decoder that compresses a picture together with other large volume of data and decodes the picture while increasing a data capacity. SOLUTION: A DCT section 71 generates a DCT coefficient block. A quantization section 72 generates a quantization DCT coefficient block. A data imbedding section 73 compares an absolute value of an AC coefficient of the quantization DCT coefficient with a decision value, imbeds an audio bit stream in the number of bits from the least significant bit of the AC coefficient up to the number of imbedded bits to the picture data and a Huffman coding section 74 applies Huffman coding to the resulting data.
