PROBLEM TO BE SOLVED: To obtain an image forming device which suppresses the adverse effect of image flowing and can form a stable high-grade image. SOLUTION: In the image forming device in which developing bias is applied to a developer carrier to make a latent image visible by development, an image carrier 1 has a photosensitive layer on an electrically conductive substrate and the photosensitive layer contains at least one polycarbonate resin (I) having a viscosity average molecular weight of <=1.5×104 and at least one polycarbonate resin (II) having a viscosity average molecular weight of >1.5×104. The polycarbonate resin (I) is contained by 30-95 wt.% of the total amount of the polycarbonate resins (I) and (II). The amount of a developer applied to a developing region on the developer carrier 1 after regulation with a regulating member 9 is <=1.5 mg/cm2.
