PROBLEM TO BE SOLVED: To reduce a required calculation amount by normalizing a picture element value in a level direction by ADRC encoding in fractal encoding. SOLUTION: Range blocks obtd. by dividing the pictures of one frame are ADRC-encoded by an ADRC-encoder 3 and the data of domain blocks are also ADRC-encoded by the ADRC encoder 5. For the encoded domain blocks, the coordinate transformation processings of reduction, rotation and inversion, etc., are executed by a linear transformation circuit 6. In an arithmetic circuit 7, the ADRC encoded range blocks and the ADRC encoded and linearly transformed domain blocks are collated by block matching and pictures with similarity are detected. A conversion parameter stored in a parameter memory 8, position information, a dynamic range DR generated by the ADRC-encoding and a minimum value MIN are transmitted instead of the pixel data of the range blocks.
