PROBLEM TO BE SOLVED: To provide a method and device for evaluating a driver's operation characteristics capable of accurately judging driving skill of a driver regardless of road conditions and traveling conditions. SOLUTION: Steering angle sampling value is inputted (a), target steering angles with assuming smooth steering based on steering angles during a certain period of time (b) are estimated, correction steering angles is calculated from steering angles against the target steering angles (c), an amplitude (d) and a frequency (e) of the correction steering angles are calculated, a deviation (f) from a 1/f characteristic for the amplitude (d) and the frequency (e) is calculated, and distribution of the deviations is quantified to evaluate a driver's operation characteristics.
