Disclosed herein is a method and apparatus used to add high-performance phase modulation to an applied input signal with data or clock edges which overcomes limitations of range, bandwidth and operating data rate by utilizing paralle l devices to singularly modulate rising and falling edges separately and then re-add them together. In an embodiment of this invention, T-type (toggle) flip flops and exclusive - OR gates are used to achieve very high-performance results.
