PROBLEM TO BE SOLVED: To provide a method of forming an irregularity-free and uniform uneven pattern by a less number of processes compared with a conventional method, on the surface of an embossing roll to be used in the manufacture of a member having an optical function, e.g. a glare-proof film, and an embossing roll. SOLUTION: The manufacturing method of the embossing roll uses wet blasting 10c aimed at performing blasting 10a/etching 1b simultaneously and, thereby completing the entire process stages ranging from wet blasting to chromium plating 13 by a wet process. Thus, it is possible to form a desired uneven pattern on the surface of the embossing roll without generating blotches or irregularities due to drying, on the surface of the embossing roll.
