Disclosed is a VOIP system which communicates based on the voice over Internet protocol (VOIP). This system comprises: a plurality of terminals which make conference calls or broadcast calls around an SIP server; and the SIP server which manages voice calls with the terminals. When there is no response from the SIP server to monitoring packets transmitted at predetermined time intervals, the terminals perform rebooting and then switch to embedded communication mode. In the embedded communication mode, one designated terminal of the terminals operates as an embedded master terminal which manages voice calls between the terminals, another designated terminal of the terminals operates as an embedded backup terminal which switches to a new embedded master terminal when the embedded master terminal is down, and at least one slave terminal which operates in subordination to the embedded master terminal of the terminals monitors the embedded master terminal and the embedded backup terminal. |
