The device is for spreading widely varying bulk materials, such as dry and readily trickling salt, or pasty fluid-like substances, onto road surfaces, with accurae dosage and distribution, attaining an even coverage which remains in place, and readily adjustable as required. The plate (1) rises upwards towards its edges, and be fitted with shovel blades (7). Its shaft (5), also the direction and rate of rotation is adjustable. It is surrounded by an adjustable hollow wheel, comprising a disc (2) with spaced truncated conical annular surface (12) and interconnecting radial arms (23). Plate runoff surface and annular surface width settings are selected so tha the discharge line strikes the annular surface.
