PURPOSE:To decrease the number of labels produced newly and to prevent occurrence of the label overflow by allocating the same labels to the picture elements set separately from each other on the same line. CONSTITUTION:A picture element transmission part is provided to decide whether or not both picture elements A and B set separately from each other on a noticed line (i) for labeling are connected to each other via the picture element on a lower line (i+1). If it is decided that both elements A and B connected together with the picture element on the line (i+1), the same temporary labels are attached to both elements A and B in a temporary labeling process. Thus the use of undesired labels is avoided and therefore the occurrence of the label overflow is reduced. Then the number of labels stored in a label relation table is also reduced. This shortens the processing time needed for table and analysis carried out by software. As a result, the labeling speed is increased.
