PROBLEM TO BE SOLVED: To obtain high color failure proofing and freeze proofing by forming a colored cement layer by using a polymer cement mixed with a resin emulsion as a main material. SOLUTION: A slurry of a polymer cement wherein a coloring agent and a resin emulsion are mixed in a cement material compsn. is fed on a cement base stage 1 while it is made to flow to form a colored cement layer 2 with a thickness of 100μm. A colored silica sand 3 with a particle size of No.6 is scattered thereon and is press-fixed and autoclave aging is performed by brining it into contact with high temp. pressurized steam. Finally, a resin emulsion contg. a coloring material is applied from the outside of the colored silica sand 3 on the whole face on the colored cement layer 2 to form a coating layer 4 with a thickness of about 15μm and to dry it. The polymer cement is a compsn. wherein 20-30% in vol. of an acrylic emulsion is mixed in a powder cement material compsn. comprising 50 pts.wt. cement, 50 pts.wt. silica and 5 pts.wt. pigment and the compounding of the polymer cement can be changed in a range of 2-10 parts of the pigment.
