PROBLEM TO BE SOLVED: To download a program during system operation in a communication system. SOLUTION: At the time of downloading program data from a download device 16 to plural low-order devices 2 provided with non-volatile memories 11 in a radio communication system using time division multiplexing, a host device 1 is provided with a TS synthesizing circuit 14 and the low-order devices 2 are provided with TS separating circuits 13 respectively. By setting and instructing an idle TS number from the host device 1 to respective devices 2 and 16, the program data can be efficiently downloaded in a short time by an arbitrary idle time slot.
