PROBLEM TO BE SOLVED: To provide a method of operating a fluidized-bed incinerator for high moisture refuse and the incinerator, by raising the heat capacity of a freeboard in response to load fluctuation so as to enable absorption of fluctuation and using heat of combustion in the freeboard for maintaining the temperature of a sand bed section so as to enable reduction of an auxiliary fuel. SOLUTION: The incinerator comprises a plurality of secondary air inlets 22a, 23a and 24b provided in a splashing region 12b above the fluidized sand bed surface of a bubble flow region 10 formed by primary air with a difference in height from one another and a carrying and fluidizing section 12 for introducing secondary air selectively or in a controlled ratio through the secondary air inlets 22a, 23a and 24a to carry and transport particles to a freeboard 13 above them, and further comprises a reflux section for entraining a fluidized medium out of the furnace through the freeboard 13 above the splashing region and also returning the flow medium back to the bubble flow region 10 through a separator 14 and a seal pot 15 and a primary/secondary air ratio controller, which controls the suspension concentration of the freeboard in a range of 1.5 kg/m3 or more and not more than 10 kg/m3.
