PROBLEM TO BE SOLVED: To extract power very efficiently from a battery. SOLUTION: A battery 1 is formed of a primary battery, a secondary battery or a fuel battery. A power obtaining means 2 obtains intermittently the power from the battery 1. A filter means 3 filter the power obtained intermittently with the power obtaining means 2 and then outputs the power. A power supply means 4 supplies the power filtered with the filter means 3 to a load 5.
