PROBLEM TO BE SOLVED: To limit or stop a current when a lead gets abnormal and moreover to prevent a short circuit from occurring between a conductor and a lead. SOLUTION: Conductors (electrodes) 2 and 3 are provided to both the edges of an insulator (insulating board), a lead 5 is connected to the conductor (electrode) 2 through the intermediary of a PTC device 4, a lead 6 is connected to the other conductor (electrode) 3, a low-melting point alloy 7 is connected between the conductors 2 and 3, the alloy 7 is covered with flux 8, and an insulator (insulating cap) 9 is deposited thereon and fixed with resin 10 for sealing. The above PTC device 4 is formed by covering the conductor (electrode) 2 with some margin from the periphery of the lead 5 by an enough distance, so that an electrical insulation distance between the conductor (electrode) 2 and the lead 5 can be secured.
