PROBLEM TO BE SOLVED: To enable source-segregated discarding or recycling of a binding implement by detachably attaching a base of the implement to a backbone. SOLUTION: Holes 11A and 30 are respectively formed at the backbone 11 and the base 13 fixed to an inner surface of the backbone 11. A fixing position of the base 13 is decided by bringing the holes 30 into coincidence with the holes of the backbone 11A, and the base 13 is fixed at this position via a base fixing fitment 14. The fitment 14 has vertical parts 45B disposed in the holes 30 and 11A, hook members 43 including outside parts 45A continuously provided at lower ends of the parts 45B, and rotary members 44 assembled with the members 43. The base 13 is integrated with the backbone 11 by the members 44 and the outside parts 45A by displacing the members 44 in a substantially horizontal attitude in a state in which the outside parts 45A are attached to an outer surface side of the backbone 11.
