PROBLEM TO BE SOLVED: To solve problems, such as the generation of toxic substances like hypochlorous acid, gaseous chlorine by electrolytic treatment, the exertion of an adverse influence on the environment, the need for removing devices in order to remove the toxic substances like the hypochlorous acid, gaseous chlorine and that a comparatively high manufacturing cost is resulted. SOLUTION: Ion substances are eluted from nonmetallic ores and silicate ores into raw water by feeding the nonmetallic ores and the silicate ores as electrolyzing agents into the raw water, by which an electrolyte is formed. Acidic cleaning water is formed by electrolyzing this electrolyte.
