PROBLEM TO BE SOLVED: To provide an image processor, an image processing method and a vehicle monitoring system which enable improvement in detection of traffic abnormality. SOLUTION: A vehicle 11 traveling on a road 10 is photographed by two or more monitoring cameras 2, each video signal photographed by each camera 2 is inputted and A/D converted into digital images, the digital images are deformed so that the road 10 is turned to the vertical or horizontal direction of the digital images, and the images are corrected so as to reduce the distortion of the vehicle 11 in the deformed images. Each corrected image is composited so that the road 10 is continued and the composite image is displayed on a monitor 61.
