PROBLEM TO BE SOLVED: To efficiently generate a random number hard to estimate its generation rule, by a computer program. SOLUTION: A first count value updating means 140 sequentially updates a first count value. A second count value updating means 144 sequentially updates a second count value. A first intervention means 152 intervenes the updating processing of the first count value at a first periodic timing to increment the first count value. A second intervention means 156 intervenes the updating processing of the first count value at a second periodic timing to increment the first count value. A lottery random number output means 150 outputs the second count value as a random value. When the second value becomes a predetermined value, the second count value updating means 144 sequentially updates the second count value newly using the first count value as a initial value.
