A method and an apparatus for coding/decoding a vector and a stream media player are provided to remove a need to use a complex formula to code an absolute vector by using a coding approach method based on multi level permutation. . An initial vector is decomposed to obtain a sign vector and an initial absolute vector(101). The sign vector is coded to obtain a sign code(102). An absolute vector code is obtained by coding the initial absolute vector based on multi level permutation(103). A code of the initial vector is obtained by combining the sign code with the absolute vector code(104).
