<p>PURPOSE:To rationally collect a communication fee by inhibiting that the charge of a telephone exchange network to a user terminal even in the case the a call is incoming from a user terminal through the telephone exchange network when a packet assembly/disassembly device can not communicate the packet exchange network. CONSTITUTION:In a packet assembly/disassembly device 1-2, a call set control part 112 is activated when a terminal line control part 11 receives an incoming signal (c). The call set control part 112 refers a packet line state accumulation part 111 and when it is identified that packet line state information (p) are set to a communication disable state, a response signal (d) is not returned to an incoming signal (c) to arrive from a telephone exchange network 6. Then, call originating information (f) are not transferred to a packet line control part 2, either. Since the telephone exchange network 6 does not returned the response signal (d) to the incoming signal (c) transmitted to the packet assembly/ disassembly device 1-2, a communication path (e) is not set between a user terminal 3-2 and a subscriber line 8 and a charge processing to the terminal user 3-2 is not started, either.</p> |
