SOLUTION: A minimum value - maximum value detection part 32 obtains the smoothed images GF from source images GA and the smoothed images GF are stored in an image memory 33. A fractal encoding part 34 performs the fractal image compression to the smoothed images GF and obtains code data DF and the code data DF are stored in a code memory 38. Also, an edge detection part 35 obtains the edge images GE by subtracting the smoothed images GF from the source images GA and the edge images GE are stored in the image memory 36. A reversible encoding part 37 performs the reversible image compression to the edge images GE and obtains the code data DE and the code data DE are stored in the code memory 38. Then, the code data DC for which the code data DF and the code data DE are synthesized are outputted from the code memory 38.</p>
