PURPOSE:To obtain steady voltage from the initial stage of cell operation by previously impregnating electrolyte in an electrode catalyst layer. CONSTITUTION:An electrode is formed by spreading catalyst powder carrying an active element on carbon powder on the surface of a carbon substrate. The electrodes are placed on both sides of a paste-like matrix containing electrolyte to form a fuel cell. An electrolyte is previously absorbed in the catalyst layer before the fuel cell is assembled to moisten the active element of the catalyst layer. Three phase interface effective for cell reaction is widened and steady voltage is obtained from the initial stage of cell operation. The amount of electrolyte retained in the catalyst layer is preferably limited to 30-95% of pore volume of the catalyst layer.
