PURPOSE:To prevent defects such as a stator coil from burning or a rotor bar from fusing by limiting to start until the temperature of a winding becomes the highest temperature capable of starting or lower. CONSTITUTION:A computer, when inputting a start signal, predicts the winding temperature change of starting, operating or stopping state on the basis of the winding temperature from a winding temperature detector 3, environmental temperature, starting time maximum winding temperature constant, winding temperature time constant at rated operation time, and winding temperature time constant at stopping time. When becoming the highest temperature capable of starting or higher, it is warned is advance to an operator to limit the start so as not to start until it becomes the higher temperature capable of starting or lower.
