VIDEO SIGNAL CODER AND RECORDING AND REPRODUCING DEVICE USING THE SAME

PURPOSE:To make the coder small in size by inputting video signal data in which a picture element density in horizontal and vertical directions in a color difference signal is lower than that of a luminance signal of the video signal to the coder so as to simplify high efficiency coding and its decoder. CONSTITUTION:A multiplexer switch 1 multiplexes signals Cr, Cb of a color difference signal for each picture element and a vertical filter 2 is used to suppress a high frequency component of a picture content in the vertical direction in a frame. A line interleave circuit 3 receives a field identification signal from a timing generating circuit 5 and validates a picture element only for a period of a 2nd field. Then a DCT block processing circuit 4a generates a DCT block and a DCT block processing circuit 4b forms a DCT block from a luminance signal. Succeedingly, a multiplexer circuit 6 multiplexes the DCT block relating to a same position of a screen and a shuffling circuit 7 rearranges the blocks in the unit of a lump of DCT blocks within one pattern and gives the result to a coding circuit 8.
