PROBLEM TO BE SOLVED: To suppress fluctuations in image quality for each display screen and to effectively utilize a storage capacity by turning input data to the divided data of plural bands, turning them to quantified data by quantizing then and them outputting them as encoded data. SOLUTION: This encoder s wavelet converts, quantizes and encodes the input data DG for one frame portion, converts them to a data format by a frame unit, outputs them as encoded frame data DFL and stored them in a memory 3. A decoder 4 reads, inversely formats, encodes, inversely quantizes and inversely wavelet-converts them and outputs them as reproducing data DPG. The reproduced data DPG are D/A converted, turned into image signals and outputted to a display, and decoded images are displayed on a screen. Constitution is performed so as to minimize an average but rate under the condition that weighted mean square distortion is fixed, a large code amount is allocated to a complicated screen, a small code amount is allocated to a simple screen, so that waste of the coding amount is suppressed, and the video images of the stable screen are obtained. |
