PROBLEM TO BE SOLVED: To inform other operators of the danger of an operation by outputting voice from respective audio alarm devices when a voice message from the audio alarm device is that outputted from the respective audio alarm devices in common. SOLUTION: A voice output management device 20 stores voice messages when the voice messages are to be outputted from a lower audio alarm device 7 and an upper audio alarm device 8 and voice messages which are to individually be outputted. It is selected whether the voice messages are outputted from both audio alarm devices 7 and 8 or the voice messages are to individually be outputted by the operation of operation devices 5 and 6. The pertinent voice messages are properly outputted to the lower audio alarm device 7 and the upper audio alarm device 8 if need. When the message of audio alarm is outputted in common from the respective audio alarm devices 7 and 8, they are outputted form the audio alarm devices 7 and 8.
