PROBLEM TO BE SOLVED: To easily conduct a level shift against a low level, even though a power supply voltage is reduced. SOLUTION: A ground potential Vss is supplied to a starter signal level shifter 3 and a fuse information latch circuit 5, based on fuse starter signals STTB, in which a low level is level shifted by the level shifter 3 to a negative voltage Vnn from the potential Vss, until fuse information is latched by a fuse information latch circuit 5. After the fuse information is latched, a final arriving potential is supplied to the level shifter 3 and the circuit 5. Thus, a latching is accomplished, without level shifting the low level, the low level is set to the voltage Vnn from the potential Vss after the latch and the level shifting is conducted easily.
