PROBLEM TO BE SOLVED: To prevent pigeons from coming flying by providing wires in a tensioned state. SOLUTION: Wire-stretching tools 1 and 2 connecting a wire-fixing member 11 equipped with a standing plate member piece 111 in which a shaft hole 114 and a wire-inserting hole 115 are formed and protruding plate member piece 112 formed by outwardly bending each lower end of the above standing plate member piece through the above each shaft holes 114 and 123 to a supporting member 12 composed of a standing plate member piece 121 in which a shaft hole 123 is formed and a bottom plate 122 by a shaft 119 are fixed to the upper surface of crosspiece B1 of rails B with adhesives 113 and 124. Either one ends of wires 3 and 4 are wound around a recessed notch part 117 formed on the upper part of the standing plate member piece 111 to form preliminary parts and the other ends are inserted into a through hole 232 of winding shaft 231 of the wire-stretching tool 2 for winding up and fastened by rotating a nut-fastening part 236 of the above winding shaft end and a ratchet plate 24 is inserted into a notch 235 of a flange part 234 and a notch part 118 of the upper end of a standing plate member piece 111. Thereby, reverse rotation of the winding shaft 231 is prevented to retain tension of wires 3 and 4.
